Cards for Permanent Residents

All permanent residents of Hibbing are eligible for a free borrower's card. This includes both adults and children. For purposes of this policy, a "resident" is defined as a person who lives within the city limits of Hibbing. People who live in nearby communities and in rural counties of the Arrowhead Library System (ALS), and who do not have an ALS library borrower's card may apply for a library borrower's card at our library. Students from out-of-town who attend Hibbing Community College qualify as "residents" of Hibbing, Minnesota.

Hibbing Public Library will issue a library borrower's card to residents who provide:

  1. Proof of identity:
    • Photo identification (driver's license, military ID, student ID, state issued ID, etc.)
    • Library card from another system
  2. Proof of residency:
    • Valid Minnesota driver license, showing current address or
    • Checkbook, with current address imprinted on checks or
    • Postmarked envelope mailed to the address listed on the application form
  3. Name of parent or guardian on the application form if he or she is under 18 years of age.
    • Children under the age of 18 must meet the same criteria as adults. Children, whose parents have current Hibbing library cards, are considered to have met the registration criteria. If the parents of the child do not have a Hibbing library card, parents are required to establish proof of identity and residency before the library card will be issued to the child.

Cards for Temporary Residents

For purposes of this policy, a "temporary resident" library user is defined as a person who does not reside permanently in the state of Minnesota. The "temporary resident" card is good for 90 days.

Hibbing Public Library will issue a "temporary resident" library card to temporary residents who provide:

  1. Proof of identity:
    • Photo identification (driver's license, military ID, student ID, state issued ID, etc.)
    • Library card from another system
  2. Proof of residency:
    • Valid Minnesota driver license, showing current address or
    • Checkbook, with current address imprinted on checks or
    • Postmarked envelope mailed to the address listed on the application form
  3. Proof of temporary address:
    • Rental receipt, which shows temporary address or
    • Letter/envelope mailed to temporary address
  4. A non-refundable fee of $35. This fee is waived if the applicant can show proof of ownership of property in Minnesota.
