Reporting a Transfer of Firearms 

To receive a receipt for the transfer of firearms you need to apply and report the transfer to the state. Failure to do so with keep you as the registered owner of a firearm. 

To Apply For A Permit/Receipt Of Transfer

  1. Print or complete a transfer of fillable firearms application
  2. You must read and affirm to the restrictions to possess, sell, transfer or apply for a firearms permit.
  3. Complete all sections of the application
  4. Upload a photocopy of a valid photo ID
  5. Complete and submit an application

To Submit an Application

  1. Submit your completed application and photo ID 
  2. Mail or drop off a completed application and a copy of a valid photo ID to the Hibbing Police Dept.

Why do I need to Apply for a Permit to Purchase?

To Apply For A Receipt Permit To Purchase

  1. Print or complete a transfer of firearms fillable application
  2. You must read and affirm to the restrictions to possess, sell, transfer or apply for a firearms permit.
  3. Skip the first section titled "DEALER INFORMATION" and complete all remaining sections
  4. Upload a photocopy of a valid photo ID
  5. Complete and submit an application

  1. Submit your completed application and photo ID 
  2. Mail or drop off a completed application and a copy of a valid photo ID to the Hibbing Police Dept.

Restrictions

Individuals with restrictions shall not be entitled to possess a pistol or any other firearm. 

These restrictions apply for the following;

  • The possessions of firearms
  • Ability to purchase or transfer permits
  • Reports of for handguns and semi-automatic military style assault weapons

The legal basis for the restrictions may be found in Federal Law 18 United States Code 922 or MN State Statute for firearm possession restrictions.
