To appeal a blight ticket, call 218-421-7155 within 7 days of issuance to schedule a hearing with a hearing officer.

Hibbing Police Officers and PBA Technicians will tow a vehicle if it:
- Is blocking a public road or alleyway
- Has been parked on a public road for over 24 hours
- Is creating hazardous conditions
- Has been deemed an abandoned vehicle through the blight process

A blight notification is sent to property owners within the urban PBA enforcement area informing them that they have either abandoned property or abandoned vehicles that need to be removed or remedied. View our Blight ordinance for more information.

Our PBA and Code Enforcement Technicians must follow a legal process to clean blight properties. This takes time and resources. After the blight notice, 14 days to remedy, and any extensions that may have been granted, the PBA can then schedule a clean-up. Factors that can delay clean up include but are not limited to; legal issues, Public Works or Contractor scheduling conflicts, weather, etc. We may also postpone a clean-up if the property owner has started to clean the property.

As instructed by our Blight Ordinance, our enforcement procedure is as follows:
- The property is inspected by a PBA technician to confirm there is a blight violation.
- A notice is sent to the listed property taxpayer and owner as well as the current residence.
- Seven (7) days are given to remedy the situation. An extension may be granted if requested and reasonable.
- If the violation has not been remedied after seven (7) days, an administrative citation will be issued to the violator and provide them seven (7) more days to remedy the violation.
- If the violation has not been remedied after seven (7) days of the issuance of the administrative citation, a criminal citation is issued.
- The enforcement officer shall move forward with the process to have the violation remedied by means of removal using City resources.
- A day will be scheduled for city employees and/or contractors to clean the property under instruction of the Code Enforcment Technician.
- The article(s) will be destroyed, and the salvage value, if any, will be retained by the City to be applied against the cost of removal and destruction. All expenses incurred shall be a lien upon the real estate.
