REQUEST FOR PROPOSALS (RFP) TO OPERATE TRANSIT SYSTEM
NOTICE IS HEREBY GIVEN that sealed proposals will be received by the CITY OF HIBBING/HIBBING AREA TRANSIT, at the office of the CITY CLERK, ROOM 201, 401 E. 21ST ST., HIBBING, MN 55746, until 1:00 P.M. local time FRIDAY, MAY 31, 2024 for the operation of a public transit service titled “HIBBING AREA TRANSIT”, for the period from JULY 1, 2024 to JUNE 30, 2025, with option years ending June 2026, June 2027, and June 2028. The start date of July 1, 2024 could potentially be delayed. Start date will be determined at the time of negotiations and will be agreed upon by both parties. All proposals must provide for costs associated with each option year indicated. Option Years will be part of the evaluation process in selecting the successful proposal. The City of Hibbing will have a unilateral right in the contract by which they may elect to exercise those option years after the contract is awarded.
HIBBING AREA TRANSIT is a citywide service, subsidized with state and federal public transit dollars, which utilizes medium-duty cut-away buses to transport passengers.

Other city personnel are not allowed to discuss the RFP with anyone, including potential responders, before the RFP submission deadline.
The FTA is or will be providing federal assistance for this project in an estimated expected amount of $730,946; the Assistance Listing Number is 20.509.
