Parking Enforcement
In order to assist the Public Works Department with the cleanup of sand, trash, leaves and snow, the Hibbing Police Department enforces calendar parking year round on select avenues throughout the City of Hibbing.
Motorists are reminded to park on the even numbered sides of the street on days bearing an even calendar date, and on the odd numbered side of the street during days bearing an odd calendar date. The calendar date after midnight shall apply for the entire night from 6 pm until 6 pm of the following day.

Section 9.08 of the City Code reads as follows: Calendar parking is in force in the City of Hibbing EXCEPT for the following streets/avenues year-round:
• Kitzville
• All areas south and east of Highway 169
• 9th Ave. W. from 37th St. to Highway 169
• 37th St. from Highway 169 to 9th Ave. W.
• 2nd Ave. W. from Howard St. south to 37th St.
• 1st Ave. from 19th St. south to Highway 169
• 7th Ave. E. from 19th St. south to 37th St.
• 31st St. from 7th Ave. E. west to 5th Ave. W.
• 1st Ave. E. from 37th St. north to 31st St.
• 3rd Ave. E. from 13th St. south to 31st St.
• 25th St. from Brooklyn Dr. west to 2nd Ave. W.
• 9th Ave. E. from Howard St. south to 25th St.
• 11th Ave. E. from Howard St. south to 25th St.
• Brooklyn Dr. and 12th Ave. E. from 19th St. to 25th St.
• 23rd St. from Brooklyn Dr. west to 2nd Ave. W.
• 21st St. from 12th Ave. E. to 11th Ave. E. and 9th Ave. E. west to 1st Ave.
• Howard St. from 12th Ave. E. west to 2nd Ave. W.
• 19th St. from 12th Ave. E. to 7th Ave. E.
• 13th St. from Highway 169 west to 3rd Ave. E.
• 5th Ave. W. from Howard St. south to 31st St.
• All areas west of 9th Ave. W. (Kerr/Leetonia/Kelly Lake)
The following areas shall be NO PARKING areas:
• No Parking at any time on 19th St. from 1st Ave. to 5th Ave.
ONE EXEMPTION: Calendar parking will not be enforced on a street/avenue under construction.
Parking Schedule
In the downtown area, two-hour parking is enforced Monday through Friday from 9:30 am to 5:30 pm.

To appeal a parking ticket with the Hibbing Police Department, please visit our Citizen Connect page with your ticket number or license plate number.
If you do not agree with the appeal determination made by the Hibbing Police Department, per City Ordinance, you may request a hearing. To request a hearing, call the City Administrator’s Office at 218-312-1560 or mail a request to:

- I lost my parking ticket, how do I pay it?

- What is Calendar Parking?

Per our City Ordinances, Calendar/Alternate Parking is when you can only park on one side of the street based on the calendar date. To see what streets Calendar Parking applies to, click here. Calendar parking is enforced year-round from 6pm to 6pm. For example: On odd days, before 6pm, you park on the side of the street that has odd house numbers. After 6pm you would park on the even side of the street because the next calendar day is even.
- How do I report parking violations?

- What will happen if I don't pay my parking ticket?

As noted on the bottom of your parking ticket, if payment is not received within 7 days, an additional $5.00 charge will be assessed. A $40.00 additional penalty will be added if you fail to pay within 28 days of issue date. If payment is not received within 60 days, the total amount due will be sent to a collection agency.

- What is 24-Hour Parking?

It is unlawful for any person to stop, park or leave standing any vehicle upon any street for a continuous period in excess of twenty-four (24) hours. This includes boats, trailers, campers, and ATVs.
- What is a Snow Plow Event?
-
❄ A Snow Plowing Event is defined as when 2 or more inches of snow accumulates and snow plowing is occurring immediately after said snow fall (city ordinance sec. 9.21, subd. 2)
❄ It is unlawful to park or leave standing any motor vehicle on a Priority 1 Street (see the map and lists below) during a Snow Plowing events. Noncompliance with this leaves one subject to a vehicle towing and fine. (sec. 9.21, subd. 3)
❄Note which Priority 1 streets are plowed to the curb vs. snow pulled to the center (yes, windrows). Keep this in mind as you are navigating following a sizable snow event. It may save you time and a headache plotting your alternative route ahead of time.

- What is Permit Parking?

There are two types of Permit Parking in Hibbing. School Staff and Residential.
Around the Hibbing High school there are signs posted stating "Staff Parking." Only Hibbing High School Staff may park here, with a permit displayed, issued by the High School.
Many other streets around the Hibbing High School display "Permit Parking for Residents Only" signs. Only residents of these addresses with Residential Permits displayed may park in these locations. Residential Parking permits are issued by the Hibbing Police Department and are free of charge. These can be obtained online here, or by visiting the Hibbing Police Department with proof of residence and license plate numbers of all residing vehicles. Each residence is also permitted two visitor permits. Anyone using the visitor permit must be visiting the residence that the permit was issued for. If a person is found to violate the above rules, the permits may be revoked.
- Where should Hibbing High School Students Park?

Students of the Hibbing High School may park on any public street not signed for "Staff Only" or "Residential Permit Parking". Students are encouraged to park at the Memorial Building Parking Lot, 400 E 23rd St, Hibbing, MN 55746, where they are permitted to park east of the red student parking signs.
